How does a passenger carrier become approved for
the PTSP?

Any passenger motor carrier used for extracurricular school
transportation that meets or exceeds and maintains the PTSP
standards for approval can participate in the program, which is
available to all school districts throughout the country. You can
either fill out the online Application for Approval or print out the
PDF version and mail it in.

What are the components of the PTSP Passenger Motor
Carrier intial and continual approval process?

Step 1: Off-Site Pre-Qualification Core
Competency Evaluation
Effectively pre-screens and eliminates
carriers that fail to possess the
knowledge and skills necessary to pass
subsequent initial qualification requirements.
Step 2: On-Site Pre-Qualification
Inspection
Comprehensive review of the carrier's
level of compliance and understanding of
all federal and state safety regulations.
Step 3: On-Road Performance Monitoring
Routine review to established
standards conducted every six months of
the carrier's driver/vehicle out of service
rates and accident rate.
Step 4: Biennial On-Site Inspections
Comprehensive review of the carrier's
level of compliance with federal and state
regulations in conjunction with
determining the effectiveness of the
safety management controls.
Step 5: Random Road-Side Inspections
No-notice driver/vehicle inspections
determining if the carrier's level of
service and safety meet required
performance standards.
Step 6: Customer Satisfaction Survey
Continual feedback on the carrier's
quality of service and level of safety from
PTSP customers during the trip.
